Franchise agreement approved in Troy

Troy Borough Council recently held a public hearing for the Blue Ridge Cable franchise agreement. According to council president Krystle Bristol, the franchise agreement was later passed unanimously by council.

Bristol noted that a resident, Bill Brasington of Canton Street, Troy, testified in the hearing about cut-outs of service on specific channels. According to Bristol, Arnie Caldwell, the borough solicitor, testified that he also lives on Canton Street and had experienced the same problem. Tom Freeman from Blue Ridge Cable, who was present, said he would address the problem, Bristol said.

Troy reviews expenses

At a recent work session, the Troy Area School Board heard the results of an analysis that compared financial data from the actual 2010-2011 school year to the budgeted 2014-15 school year, according to the meeting minutes.

District business administrator Traci Gilliland presented the information.

According to the analysis, expenses have increased from $21 million to $23.4 million from 2010-11 to the budgeted 2014-15 school year, and the increase in expense is mostly attributable to retirement, health care and tuition expenses.

Troy discusses IT equipment

During a recent work session of the Troy Area School Board, district business administrator Traci Gilliland discussed a request to purchase a replacement email archiving appliance.

According to the meeting minutes:

The current archiving machine is at its maximum capacity. The new machine will cost $6,790, but includes five years of licensing. The district currently pays $1,200 per year for licensing on its existing archiving appliance. Over the five years, the equipment will cost the district an additional $790. If needed, committed IT reserve funds will be used to fund the purchase. The board gave its approval for the administration to purchase the IT equipment. The administration will also be reviewing its current email retention policy and possibly shortening the retention span.

Armenia Twp. to buy gravel

At their last meeting, Armenia Township supervisors accepted a gravel bid and took care of some other township business.

According to the meeting minutes from township secretary Mallory Babcock, gravel bids were opened and reviewed. Supervisors accepted the bid from Cross Excavating, which was the low bid. Babcock said the township will buy 5,000 tons of gravel, more or less.

The supervisors said they want the Gannon insurance agent to attend the next meeting to review the township policies. Also, the spending limit for the roadman was discussed, but no limit was set at this time. The maintenance building security system estimate was tabled until more quotes could be done. In addition, supervisors discussed the freezing problems with the township building septic system. The problem will be addressed in the spring, according to the minutes.
